The General Manager meetings will take place from Wednesday through Friday in Indians Wells, CA. Though not much tends to happen at the GM Meetings as free agency is just started to get figured out, the 2013 GM Meetings might be a little different. David O’Brien does a nice job of explaining how the new CBA will affect this years Winter Meetings.
In short, because of the new CBA, all teams were able to a make a one-year $13.3 million qualifying offer to their own free agents by Friday (five days after the World Series ended), and those players have one week from then to accept or decline those offers. In prior years, teams did not have to offer arbitration to their free agents until early December to ensure that they would get a draft pick compensation should they leave for another team. Thus, all baseball executives will know which free agents are available to sign and which ones will cost a draft pick on Friday, potentially motivating teams to complete deals. Though, as far as I know, John Mozeliak does not have anything planned as of yet
